PR link on the JIRA is missing

Hi dev,


           I have noticed that the recently created bills cannot automatically link to the PR addresses. For instance, HIVE-29036, HIVE-29028, and HIVE-29026. What is the reason for this? I am accustomed to checking code changes through the PR links on JIRA. This JIRA change has somewhat confused me.

Updated: INFRA-26943 has been resolved. I just tested it using the newly created ticket HIVE-29041 and it's all good now.

Please create a ticket with the INFRA with all the details. Mostly some
Infra issues. can create one like [1]
