Support for dependencies in reporter plugins

For plugins intended for reporting, it would be nice if users could
configure their dependencies directly in the <reporter><plugins><plugin>,
rather than having to write a dummy <build><plugins><plugin>. This would
simplify configuring cobertura-maven-plugin for sun tool dependencies, for
example.
