As shared in devicemap-dev@apache.org, in order to start the populating DeviceMAP DDR, the following page should be implemented in devicemap-vm.apache.org:

- The file upload page must show a disclaimer informing the user about how the data will be handled
- The user must flag the "Agree" checkbox in order to submit the data
- The uploaded data must not be exposed publicly (it must be accessible to devicemap committers only
- After the upload procedure is completed, a scheduled task will process the uploaded files replacing with "00000001" the last 8 bits in the IP addresses and rounding the timestamps keeping the date information and replacing the time with 00:00.

The disclaimer contains the following information:
"The data will be used to improve the device description repository of the DeviceMap project. Selecting "Agree" you allow the Apache Software Foundation to manage the uploaded data for the purposes of the DeviceMap project. The uploaded data will never be published as is, and will not be exposed publicly."
