cannot download Manifold CF 2.16 for Japanese site

Hello, Community:

I realized that I could not download the Manifold CF 2.16 from the URL
below.
https://manifoldcf.apache.org/ja_JP/download.html#%E6%9C%80%E6%96%B0+%EF%BC%88Apache+ManifoldCF+2.16%2C+2020%E5%B9%B405%E6%9C%8806%E6%97%A5%EF%BC%89
All links that point to 2.16 end up with 404.

 How to fix that?
