cgi-bin & security

I was asked:

'Is there anyway to give users cgi-bin access ( ExecCGI ) and still be
somewhat secure?  If there is no secure way, what's the best way?'

I don't think there is any way to have a secure anything in www?  As for the
best way to do it.... no idea.  Any suggestions?
