Resolution: Incomplete
I dont think this issue points to a race condition by itself. The error mentioned in the bug is as expected.
The test case is using a ServiceOffering having 'tags' (storage tags) set. - Is the service offering of some other testcase getting reused here?
If yes this could be setup issue.
Can you reopen the issue with more logs and database dump?
