Added support to parse V2S2 Docker image manifest
(https://docs.docker.com/registry/spec/manifest-v2-2/). Adopted the
validation code from patch 53850.

This is because the Windows docker images need to pull the base OS layers from the foreign URLs field in the version 2 schema 2 docker manifest.
