[jelly] Maven changes for new Jelly API Exception handling

The Maven code base (and ibiblio.org) have been updated to reflect the new 
Jelly exception handling code.

There seems to be a bug in Maven at the moment where SNAPSHOTs are not 
downloaded correctly, so you may need to blow away all jars in 
${maven.repo.local}/commons-jelly/jars when bootstrapping.
