This PR adds a function `shouldNotifyOnErrorEvent` to `WebSocketSettings` that allows the user the decide which types of websocket errors should be broadcast. It serves the same purpose as the existing `shouldNotifyOnCloseEvent` function, i.e. to avoid deserializing the relevant page instance.
