   1. Please describe the issue you observed:
   
   - What did you do (The steps to reproduce)?
   After creating a broker cluster, create a second broker cluster with a different name
   
   - What did you expect to see?
   The second broker cluster can be created normally
   
   - What did you see instead?
   The second broker cluster cannot be created unless the operator is restarted
   
   2. Please tell us about your environment:
   operator:0.2.0 
   k8s:1.17.2
   
   3. Other information (e.g. detailed explanation, logs, related issues, suggestions how to fix, etc):
   broker_controller use "isInitial" to determine if the cluster is new, this "isInitial" affects the creation of the second broker cluster
