That is a bit misleading: YARN can perform up to 9 restarts for "failed" attempts, resulting in 10 attempts. It can perform additional restarts for YARN attempts that failed because of YARN operations: Node failures, preemption, NodeManager resyncs, see http://johnjianfang.blogspot.de/2015/04/the-number-of-maximum-attempts-of-yarn.html
