need to add deploy.wsm.webapp.runtime target to trunk/ build

Looks like the "deploy.wsm.beehive.runtime" target didn't make it into the trunk/test/ant/webappRuntime.xml file, though it is in the distribution.

We should add this target and then file another issue to clean this up so it's easier to use / maintain for the distribution and for the tree.

deploy.wsm.webapp.runtime is defined in ant/beehive-runtime.xml and wrapped by deploy-wsm in beehive-imports.xml.  The target is ultimately used by the netui-samples, petstoreWeb, and netui-blank samples shipped with the Beehive distributions.  Verified in dist built from SVN 169839.
