Plugin release procedure

Hi,

For anyone who wants to ask for something in a plugin vote and from  
this template and swizzle:

http://svn.apache.org/repos/asf/maven/sandbox/reports/maven-plugins.vm

We will produce this:

http://repo1.maven.org/reports/plugins/plugin-issues.txt

So if you want to have your voice heard then vote, and we'll do as  
many of the most urgent issues we can within a reasonable period of  
time.

I will start this with the release plugin now. The report will now be  
generated once a day so it will always be up-to-date. Let's start  
using voting and this report to guide the releases. So if you want  
something done then create an issue and vote.
