Are we ready for the actual 4.0.0 release?

The only non-test code commits since rc4 were the tiny DMARC fix for bug 
8087. Nothing else important has been reported since the rc4 release.

Is this it? Are we ready?

If nobody posts any last minute reasons to hold off on releasing what we 
have now, I'll start the process of building and releasing 4.0.0.
