Can not confirm this issue.

Rather, it is a Writer filter issue in that the alternate text available with
the MS DOC/DOCX formatting is not parsed and assigned to the Picture -->
Options --> Alternative (Text Only) of the ODF formats. This is bug 116170
which is an import filter issue.

Regards handling in IAccessible2, with text that is entered as the alternative
text for a image in an open Apache OpenOffice Writer session, that text is
rendered correctly by IAccessible2 --> IAccessibleIMageElement graphic role and
that the alternate text is correctly assigned to the MSAA accName. It is
exposed to Assistive Technology tools.

Setting this resolved as duplicate of issue 116170 which I am adjusting to
reflect its accessibility impact.
