What is the expectation for the schema which is returned by this method? Is it expected to just be an Arrow Schema which represents the database table schema? Or is it expected to be a subset of response from `GetObjects`?

It should return the schema of the database table as represented by an Arrow schema, so your former interpretation, yes.
It does feel a bit weird to separate it from GetObjects, but I also didn't want to push IPC serialization/deserialization into callers, which would've been the only way to embed the schema into the response from GetObjects.
