FWIW, after several days, I haven't been able to get the docker image we were using prior to -3 to actually build.  I've tried breaking it apart/re-arranging/etc several times and it always get stuck. It basically stalls (usually in "processing triggers for x") and never completes after several hours. I don't have access enough to figure out what/why/how the docker build is stalling.
