Hunting through the archived messages and a little trial and error, finally located the Subversion source repository at http://svn.apache.org/repos/afs/webservices path juddi/branches/v2.0rc5. Initially, not having these sources for 2.0rc5 caused me to instead install 0.9rc4 (for which the download link did lead to a zip of the sources).
The project description web pages, specifically http://ws.apache.org/juddi/source-repository.html should contain a reference to a path to the sources or source repository.

Added the scm data block to the pom, so the page gets generated correctly now.
