a little patch to make download page more consistent in 3 operation

 1) remove the duplicated row for both 
  maven 3.1.0-alpha1 and 3.0.5 (binary tar.gz)

 2)section 3.1 series the same as others series.

 3) add a paragraph for 3.1 and 3.0.5 as it was for 2.2 and 2.0. Text is to be reviewed I guess)
