concerning CONTINUUM-1817 (Netbeans plugin)

Hi,
I have some questions regarding CONTINUUM-1817 (Netbeans plugin).
Does this need a cla from the contributor ? (there are some license
headers to change).

My idea is to create a path
https://svn.apache.org/repos/asf/continuum/sandbox/continuum-ide-plugin/
and to add this path as a module in and move eclipse-plugin too.

Thoughts ?
