CGI Tweak Take III

  Here's my beefed-up cgi-bin/printenv again.

  As per a suggestion from Charles Randall, I escape '&', '<', and '>'
characters in the environment names and values.

  Put Apache copyright at the top, since I'm submitting it for
inclusion in Apache, if you think it's useful. Got rid of "Apple
Computer, Inc." which got me accused of plugging Apple, but that's
just a habit of mine, really. :-)

  This prints a nice table, instead of wrapping <pre></pre> around
`env`.
