Verified in SVN 191496.
I verified the fake annotations config at the command line since it isn't currently processed during the build (to my knowledge):
[jjohnson@localhost beehive]$ validate wsm/src/api/schemas/jsr181-handler-config.xsd wsm/drt/tests/org/apache/beehive/wsm/jsr181/model/fakeAnnotations/handlerChainConfig.xml
wsm/drt/tests/org/apache/beehive/wsm/jsr181/model/fakeAnnotations/handlerChainConfig.xml valid.
To verify the HandlerConfig.xml in wsm-samples, I built wsm-samples. That had been failing but now looks okay.
