[users@httpd] Can only run Apache/2.0.40 with -X

Recently upgraded to Redhat 9 which comes with Apache/2.0.40. After putting
values from my old 1.3 httpd.conf into the default httpd.conf for 2.0 Apache
won't run. Or, more precisely, it looks like it ran fine but there aren't any
httpd processes. With ErrorLevel set to debug I see the following in my error_log:

The last line seems kind of odd because the IP apache should be bound to is
.229. .226 is the primary interface for the machine this is running on.


But if I run apache with -X it runs fine (but extremely slow of course).

Any ideas?
