   This issue proposes a modular footer layout that separates schema, column placement, statistics, and other metadata into independently addressable and decodable modules.
   This lets readers fetch only the metadata required for schema resolution, I/O planning, and pruning, reducing both I/O and decoding time compared with parsing the complete `FileMetaData` structure.

   This issue is for discussing the overall direction.
