Yes, I confirm this isn't fixed in Apache NetBeans IDE version 12.4. Even searching the registry under the Uninstall key for "Netbeans" seems to break with this corrupt NoModify registry value. My current fix is:
reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\nbi-nb-all-12.4.0.0.210514 /f /v NoModify /d 1 /t reg_dword
