First, form questions as questions.

Second, don't hijack random threads with unrelated subject lines.

Third, you already are a developer.  Just report bugs and propose 
patches for open bugs.

Fourth, read up on the "Get Involved" pages:

Eventually, having proven your worth, you may get voted into having CVS 
commit access.
