Does Hama scheduler work?

Hi, all.
   Maybe I find something strange about hama 0.6.0 scheduler.
   I has a small cluster made up of 6 machines, and each machine contains 8
taskRunners.
   My application is PageRank application, and  I give it 10 taskRunners. I
start it three times simultaneously.
   But the scheduler result is this: one machine has to run 24 tasks, and
two machines run 6 tasks, each 3 tasks; other machines run no tasks.

Do this mean its scheduler is wrong?
