A static deployment engine would allow use in a wider range of environments. By compiling services, modules, and configuration into the binary, deployment is much simpler. This is ideal for client-side desktop applications, where exposing too much configuration is a cause of problems.
I've developed a static deployment engine against 0.95. The code is available here:
http://www.asperasoft.com/developer/axis2c/axis2-static-deploy.tar.gz
I'd like to incorporate this into the project, if the community is interested. A short introduction has been posted to the mailing list.
