> We have a very large cluster and we frequently add remove quite a few regionservers from our cluster.  Whenever we do this the balancer moves thousands of regions at once.  Instead we provide a configuration parameter: hbase.balancer.max.regions.  This limits the number of regions that are balanced per iteration.
