[PR] [chart/v1-2x-test] Helm: Scope KEDA_DB_CONN to worker and triggerer pods (#70213) [airflow]

Manual backport of #70213 to `chart/v1-2x-test` (the automated backport failed on conflicts).
Adapted to this branch: the KEDA logic now lives in a dedicated `keda_airflow_environment` helper that stays fallback-aware for the deprecated `workers.keda` section (removed on `main`), and call sites use this branch's current `standard_airflow_environment` signature.
