[ANNOUNCE] Apache Pulsar 2.6 (and previous release lines) is EOL

Hello,
This message is to formally announce the 2.6 release line, together
with all of the previous release lines (2.5, 2.4...) reached
End-Of-Line status.

This basically this means that:
- we are not going to cut new releases for 2.6
- users are encouraged to move to 2.7 or later
