I already found out by myself what the problem is/was.

In validation.xml you first have to define a formset without setting a language 
and country. In there you have to specify all the fields that should be 
validated. Afterwards you can define as many formsets as you like with 
different Locales (language and country-settings). If a field is not mentioned 
in a formset with the corresponding language/country declaration, it's 
validated by the default-formset.

I'm sure it is helpful if you would mention this in the validator-tutorial.
