SSVM memory/cpu allocation settings in CloudStack

Hi All, 

Is there a setting to set the memory/CPU allocate for the SSVM in global settings?

I think this can be achieved using System Service offering @ http://cloudstack.apache.org/docs/en-US/Apache_CloudStack/4.0.0-incubating/html/Admin_Guide/system-service-offerings.html
