[users@httpd] problem with building a mod for apache 2.0.53 on WIN2k

Hi,
  I have tried to find out the answer everywhere else, you are my last
hope!

I have found the source for a mod that I want to use.  I need to build
it.  I don't know how.  It seems pretty straight forward on UNIX but on
windows????  apxs.in is all I have and I don't know what that is for. 
All docs refer to UNIX and do not mention windows.

please help!!!
