Announcing Spark 1.3.1 and 1.2.2

I'm happy to announce the Spark 1.3.1 and 1.2.2 maintenance releases.
We recommend all users on the 1.3 and 1.2 Spark branches upgrade to
these releases, which contain several important bug fixes.
