[VOTE] Migrate Ivy SVN
This was already discussed, but the conclusion was not clear.
Do we migrate https://svn.apache.org/repos/asf/incubator/ivy to https://svn.apache.org/repos/asf/ant/ivy
(core, ivyde and site being subdirectories of ivy)
