   Let CoordinatedShutdown run `ActorSystem.termination`, so cluster exit can be graceful
   fixes #3948
   
   Technically this in inherited by invoker as well, but cluster is not used there. I'm not sure what other symptoms the existing bad behavior might cause, but fixing it should not affect it, other than allowing other coordinated shutdown aspects that rely on actors to work successfully now.
