[I] issue-sync, cve-allocate and others call tools/cve-tool-vulnogram directly [magpie]

potiuk opened a new issue, #1800:
URL: https://github.com/apache/magpie/issues/1800

Several security skills call `tools/cve-tool-vulnogram` scripts by name and describe the steps in Vulnogram terms (the REVIEW/READY states, "push to Vulnogram"), instead of going through the configured CVE tool. Proposal: put the push, fetch and state-change operations behind a small CVE-tool interface, keep Vulnogram as the ASF implementation, and make the skill wording tool-neutral.
