How do I avoid the following error when building mod_jserv?

To whom it may concern:

I followed Tomcat-A minimalistic user's 
guide(http://jakarta.apache.org/tomcat/jakarta-tomcat/src/doc/uguide/tomcat_ug.html)
to download tomcat. Then I tried to configure it on
apache(1.3.12). I got the following error when I ran
the command(apxs -c -o mod_jserv *.c) to build
mod_jserv:
apxs:Break; Command failed with rc=16711680. 

Can I get your help with this problem? Thanks in
advance.
