### Rationale for this change
The Python 3.10 jobs are currently failing due to conda gdb==16.3 being installed and having an issue.

The new failures seem related to the new Cython version released yesterday, see:
- https://github.com/apache/arrow/issues/46516
It is probably a matter of time since it starts failing on the rest of our CI but it is not related to this PR.
The CI failures are tracked.

Not really, apart from the comment on the original issue https://github.com/apache/arrow/issues/46343#issuecomment-2865984743 I haven't tried to understand why it seems that there are missing charsets on gdb>=16.3. We should open a follow up issue (and possibly an issue upstream) with what the real problem is but I don't really understand what the problem is.

This PR fixes the [Python / AMD64 Conda Python 3.10 Without Pandas (pull_request)](https://github.com/apache/arrow/actions/runs/15135088420/job/42544920900?pr=46511) but there seems to be new failures on the Sphinx documentation jobs due to some docstring violations. This is currently happening on main if we force rebuild the docker images (probably has to do with some newer version of a dependency on the newly built image) but does not seem specifically related to this PR.
I've been able to reproduce the error locally using main via: `PYTHON=3.9 archery docker run conda-python-docs`. I'll try to fix those docstring violations but I am unsure whether they should go on this PR.

After merging your PR, Conbench analyzed the 4 benchmarking runs that have been run so far on merge-commit b5878d0e41654b9e42e7070b86c384717f76cedb.
There were no benchmark performance regressions. 🎉
