[naming] [all?] CVS directory cleanup

To split [naming] into multiple maven subprojects, I need to restructure 
directories.  I know of no way to remove directories from CVS without 
hacking the repository.  Is the standard practice in Commons to ignore 
empty directories?  If not, what is the best way to clean up after 
restructuring?

hi phil

i'd recommend that you just leave the empty subdirectories since most 
people with prune when they upload. (the cvs repository is a key 
historical archive.)
