Announcements email list

Hello,

I tried to subscribe to the Announcements email list by sending an email to:
announce-subscribe@subversion.tigris.org

And got back the response: 

"We are sorry to inform you that your recent subscription request was
denied. This is probably because you do not have the required permissions or
because you are already subscribed."

Is this the response I should expect?  I'm sure I haven't subscribed before.
I thought the announcements list would be a public list to inform
subscribers of new releases and the like.

Shouldn't there be an apache.org equivalent to use instead of tigris.org now?

Mailing lists at subversion.tigris.org are going away. Please subscribe to the new mailing lists at subversion.apache.org instead.
