Easy fix: just had to change the doctype to:

<!DOCTYPE taglib
  PUBLIC "-//Sun Microsystems, Inc.//DTD JSP Tag Library 1.2//EN"
  "misc/web-jsptaglibrary_1_2.dtd" [

so referencing the dtd locally.
