   For now, I think the best way to handle this is to add a note to the extension docs stating that FOP can only work in JVM & Native mode with JDK <= 21. We could also force the JDK 21 native builder container image in the FOP itests so that they can remain running.
   
   I can eventually do this as part of the Quarkus 3.31.0.CR1 upgrade.
