[ANNOUNCE] Release Apache RocketMQ 4.7.0

Hello RocketMQ Community,

The Apache RocketMQ team would like to announce the release of Apache RocketMQ 4.7.0.

This release optimized synchronous replication and greatly improved synchronous replication performance. This release made some enhancements, such as exception handle of transaction check service, preventing the client from committing too frequently, etc. This release also fixed some issues about mqadmin tools, message id setting, etc.
