Site Design : Question use Jetspeed or build on struts + tiles

The goal is to create a web site with the following characteristics:
	- login/logout/register
	- limited access without an id
	- areas on the page for different sections
		mabye from one app or from many

For example: one area on the screen may be a list of bills and another 
the details of the currently selected bill.

- how to determine if struts w/ tiles + jsp/velocity should be used or 
jetspeed portal?
- Which to use under what circumstances?
