[PR] [SPARK-53313] Add JDBC Reader and Writer support [spark-connect-rust]

## Summary
- Add `JdbcOptions` struct with 16 JDBC-specific options (url, dbtable, driver, user, password, query, partitioning, fetch/batch size, etc.)
- Add `DataFrameReader::jdbc()` method for reading from JDBC data sources
- Add `DataFrameWriter::jdbc()` method for writing to JDBC data sources
## Test plan
- [x] `cargo build` passes
- [x] `cargo clippy` passes
- [x] `cargo fmt -- --check` passes
- [ ] Integration test with JDBC data source

Superseded by #50, which delivers the consolidated Rust core Spark Connect client (now merged to `master`) and incorporates this work. Closing to keep the queue focused on the drop-in Python wrapper (#51). Thanks for the contribution — please reopen if anything here isn't covered by #50.
