Trying to transition Observer to Standby state. Both {{stopStandbyServices()}} and {{startStandbyServices()}} log that they are stopping/starting Standby services.
# {{startStandbyServices()}} should log which state it is transitioning TO.
# {{stopStandbyServices()}} should log which state it is transitioning FROM.
