Maven Plugin

Hello,

Based on the outline submitted by David Jencks. Here
are some suggestions. 

1. decide what package the 2 java classes should be
in.

org.apache.xmlbeans.plugin.maven.*


2. decide where in the xmlbeans source tree the plugin
should go.  I think it might be clearest if this small
subproject was not mixed in with the normal xmlbeans
source.

For v1:

/v1/src/maven/org/apache/xmlbeans/plugin/maven/


For v2
/v2/src/maven/org/apache/xmlbeans/plugin/maven/


Please let me know if there are any concerns with the
above suggestions.
