[flink] Flush finished tiering tables when closing enumerator

Report pending finished tables in the final heartbeat so empty-split tables are released without waiting for the tiering service timeout.
Ensure resources are closed even if the final heartbeat fails.

Add regression tests for finished-table reporting and cleanup on failure.
